If the money used to pay troops in Spain was coming from France - and I know Napoleon grumbled about that - it was presumably coming from the domaine extraordinaire which was derived from the contributions from other countries, so it was still war-dependant.
Am I right in thinking that in occupied territories the troops were being fed, if not paid, at the expense of the territory?
