GB had no bases in Baltic, so the ships sent there had to rally a permanent harbour, and a permanent, main Fleet, sooner or later.

Whereas a main Fleet could remain permanently in Mediterranea, in front of Toulon, with main base at Gibraltar and squadrons detached to Adriatic, Messina, Portugal or Near Eastern.
