Smith's command was a subdivision of a larger naval force, therefore it could be called either a flotilla or a squadron.

Where do you come up with this?

From "the War for all the Oceans" p.224

"Smith had powerful fleet of eight battleships and two frigates, . . ."

As far as I've ever read, Smith was in complete command and not subordinate to anyone else, other than London.

Terming Smith's command a 'fleet' falsely inflates his command and importance
and it should be remembered that he is a relatively small player both in naval
circles and in the overall picture of the French Revolutionary and Napoleonic
Wars.

You are, yet again, just making things up. It's truly irresponsible history to submit contrary information without any proper sources. . . other than, apparently, a vivid imagination.
