The subject was technical education, not the industrial revolution. Those are two different subjects.

If you read both Artz' and Alder's books, the subject of technical education is covered quite well. The first French artillery school was founded in 1689. Woolwich was not founded until 1741, and it was based on the French experience. And if you take a look at Wellington's Engineers by Mark Thompson, you'll find that British engineer texts were translations of French engineer texts. Adye commented quite pointedly on the Gribeauval System in contrast to what the British had artillery-wise in 1800. The Austrian artillery school at Budweiss was founded in the 1750, again based on what the French had done in that area.
