All Prussian units were organized as regiments so regimental commanders acted directly under the Brigade CO. Curiosly, its more modern in terms of organization that napoleonic. I think, the name brigade was only of convenience, because they tended to be used as full divisions. Besides, IIRC, durin the 1813 campaign, brigades tended to be divided into 2 smaller sized groups, working exactly as 2 usual size brigades,under regimental commanders as group leaders.
