Ron, well this is conclusive! I haven't had access to these lists before so thanks for sharing this resource.

This is more complicated than I had expected - or maybe I'm a bit denser than I thought! I now see on page 173 of your book "British Army against Napoleon" that retired pay for Vet Bn officers was indeed the same as full pay in their substantive rank, though this then suggests that he would have received £136 17s 6d (as per table 4.8 in the same book). Not a fortune even then, but I should have been enough to keep him and his wife comfortable in their modest home in Bristol.

You reference different pay rates in your response above, so is there yet another factor involved here?

And then, why would his wife has used the half-pay form on which to claim her widow's pension? Was she simply given the wrong form to complete?
