And just how do you define 'bully' in a military sense?

Davout did his duty, was known as 'The Just' and was incorruptible.

Regarding Hamburg, it was Davout that lessened Napoleon's fury over the behavior of the Hamburgers.

You cannot judge historical figures with 'modern' 21st century 'sensibilities' and political correctness. They should be judged by the norms, ethics, and moral of the time.

Davout scores very high on that scale both as being honorable, honest, and incorruptible.
