Actually Britain's Orders in Council preceded the Berlin Decrees. The Fox Blockade was issued in May 1806, Napoleon's Nov. 1806 decree was in response. Britain was blockading France from 1803 (in addition to blockade decrees issued in 1783, 1793, 1794, 1798 and 1799). Therefore, by your logic, Britain started the whole thing.
