By some French generals...and yes prize money was duly adjudicated. That isn't the point-too many times prize money was the main objective to the detriment of the mission. And the Cochrane/Cockburn partnership in the Chesapeake in 1813-1814 was a pyromaniacs delight along with plundering for financial gain.
