There's exaggeration, but I don't see that it's Napoleon self-aggrandizing himself as the loss of the French ships and stores (in the New Arsenal) couldn't be blamed on him. He's just putting the best face on the events (which, after all, was a victory), just like Wellington telling Beresford to write him a victory after Albeura.
