You're probably right, but I plead ignorance.
I'd like to see some more details, to determine whether or not these situations are analogous. In Poland, for example, did the conquerors really confiscate one-third of the domains and give them to absentee landlords as donatives? Or did they use the threat of confiscation to extract pledges of loyalty, as you indicate above in the case of Catherine II?
Did the Russians, Austrians, and Prussians have a full-time bureaucracy created for this purpose, with surveyors and pre-printed forms ready to fill-in with local details, for any/all lands they might conquer and extract the wealth from?
