It has been a long while since I did anything 1815, so was going from memory.

Here is Wellington's 1814 Memorandum

I note that he was proposing limited flooding to impede the French.

The British were sending a large amount of artillery in April 1815 to arm Ypres, Tournai and Menin.

Still, even if they were not first class fortresses, they could delay any action of Napoleon in that direction. Time was not on Napoleon's side.

It would be interesting to compare Lowe's plan with Wellington's appreciations.

My opinion is that Wellington would not place his army there, but move toward either Louvain or Maastricht to remain in contact with the Prussians and re-route his supply lines accordingly.
