I've difficulty to understand : "Which is the exact opposite of the romantic view of the liberating effects of the revolution."

From royalist "professional" army to "levée en masse" and conscription army, it seems to me that there SHOULD be some difference. And the "liberating effects of the Revolution" has nothing (at least not completely) to do with the level of instruction of the soldiers.
