You mention the debts of Hessen-Kassel being `abrogated`.
When did this happen?
You must know that H-K was abolished by N in 1807 and incorporated into the Kingdom of Westphalia, a state which N systematically plundered into near bankruptcy until mid 1813. `Abrogating` H-K`s debts (to whom?) seems to me to be a bit pointless.
