I didn't say, or suggest, that it was specifically Imperial policy to export wealth I was just pointng out that it was a likely effect. The resident officials may have been spending their money in the country (and I wasn't specifying Westphalia), but the marshals and dukes were not. This was creating a class of absentee landlords, which has never been very good for acountry.
