Although I can present very few figures (and like you, they swim rather meaninglessly in a mathematical vacuum) Prussia was screwed after 1806 - some would say rightly so - so that the whole economy suffered.
It got so bad, that Prussian women were urged to donate the golden jewellry to the government, for which they received in return wrought iron pieces and a certificate :`I gave my gold for iron`. I have seen some of the iron filigree pieces; they are most delicate.
And, yes, from what I have read, Westphalia, Holland, the Hanseatic towns and other states were systematically `milked` by N, to the extent that their economies were very badly affected.
