I am trying to follow this, with my poor French, but also looking at my English translation of Ney's memoirs. I think the passage you have translated is under "Some manoeuvres by means of the column - Section V" and in which case the translation I have says

"The four regiments having deployed, and the commander being desirous instantly to form two lines, and to place the uneven battalions in the first, and even battalions in the second, he shall form a close column of regiments, the right in front, on the fourth division of the uneven battalions, then close the masses, at the distance of a battalion from each other, upon the second regiment, and afterwards form line upon the colour division of each battalion".

This seems a little truncated compared to the original French, but nevertheless seems entirely clear. As I see it the original line is of 4 regiments (8 battalions). These then form four close columns of regiments, the second battalion behind the first. The columns close laterally to a single battalion deploying distance. When each battalion deploys they will be in two lines, the first line of all the 1st battalions of the 4 regiments and the second line of the 2nd battalions.
