For the sake of argument and discussion, let's assume that your characterization of 'occupied countries of Europe' applies, which I assume certain lands held by the French prior to 1814. What about the 'occupied' countries of Europe after the Congress of Vienna, such as Poland, Northern Italy, Belgium, half of Saxony, and the Rhineland?
