Antwerp built 19 SoL every year? Building in the years from 1809 to 1814 that meant that at Antwerp alone the French would finally have more SoL than Britain had in service? And this is not counting the other shipyards.

In 1805 France had only 21 SoL being built and they would not be ready until 1809.

When Lord Melville was the First Lord of the Admiralty, from 1812, he didn’t seem too worried about it as his naval estimates show.

For the following: Ships of the Line; Other vessels in commission; Personnel; Naval Estimate in millions:

1805 - 101; 532; 120,000; £15.0;
1806 - 104; 555; 120,000; £18.6;
1807 - 104; 706; 120,000; £17.4;
1808 - 109; 842; 130,000; £18.0;
1809 - 113; 728; 130,000; £19.5;
1810 - 108; 556; 145,000; £19.0;
1811 - 107; 513; 145,000; £19.8;
1812 - 102; 482; 145,000, £19.3;
1813 - 102; 468; 140,000, £20.0;
1814 - 99; 495; 140,000; £19.3;

With the near destruction of the French in 1805 and 1806 (32 SoL lost) it was 1809 before another small challenge was mounted. It ended at Aix Roads. After that there were no SoL fleet actions, only frigates. When the British arrived at Walcheren in 1809, the French ran their fleet farther up the Scheldt to avoid a fight.

After the British took the last of the overseas possessions of the French Empire in 1811, I‘d say that Trafalgar had stood up very well. Nary a French SoL in sight.

Rear Admiral Malcolm writing to his brother about his conversation with Napoleon, July 1816.

"the French had never done anything very brilliant at sea;" and "His Admiral was a fool" and "had given orders that they [Toulon Fleet-Ron] should weigh daily, and stand towards our fleet [Royal Navy-Ron], but not to risk a battle. At first, by their awkwardness, it cost him much money for repairs; but the last year they were so expert that they seldom had an accident."

Good hunting
