I am not sure how we got from the Royal Navy in sailing period to the American civil service in the 21st century but I am happy to report that there was quite a bit of drinking on board British warships during the Napoleonic period and it was tolerated so long as it did not interfere with the running of the ship or discipline.
As a matter of fact, even today, all Her Majesty's warships are wet ships as are Her Majesty's Australain, Canadian and New Zealand warships. As a matter of fact, the Royal Canadian Navy had a grog ration up to about 1970.
