OT - I would apply this to forces in the air or even sports or business enterprises (sans battle of course), as all this enhances John Boyd's OODA (observe-orient-decide-act) loop, which I favor (as well as being "high context").
As to "all about", I must say, all the training and experience in the world can go to waste when ships (or planes or computers) or their equipment have flaws. This was less of an issue during this period as others (consider the Great War or World War). - R
