I could fire a few volleys in response to that but suggest you consult Paul Schroeder, "Napoleon's Foreign Policy: A Criminal Enterprise," JOURNAL OF MILITARY HISTORY, vol 54, no. 2 (April 1990), 147-162.
An interesting article but not complete in that Schroeder ignores the economic aspects of THE SHORN ONE'S foreign policy.
