Andreas Hofer was never the head of any state. He was an innkeeper and leader of the Tyrolese rebellion. A thoroughly decent man with good instincts and a real love for the Tyrol, which was not necessarily shared by the Habsburgs. Hofer didn't much like the Bavarians or the French. I never thought executing him was a good idea.
