Andreas Hofer was never the head of any state.
Hofer was certainly the "regent" of Tyrol in 1809 for the short time that Tyrol was independent. However, being at heart a royalist, I suspect that Hofer would have resisted being called a head of state, even if he was in fact such. I lean towards calling him a head of state since, even if for only a few months, Hofer's administration acted as a state; which included the minting of coins, etc.
