The Napoleonic reforms completely remade France and were because of (1) the old feudal system and abuses of the Church, and (2) the relative instability of the Republican governments.
Napoleon restored law and order, taxes were paid on time, the Church reinstated, basic civil rights guaranteed, education reformed, religious freedom guaranteed, agriculture and manufacturing production improved and increased, swamps drained, canals built, an office established to protect France's natural resources, an office established to investigate corruption in government and the army with a specially trained organization of auditors to do the inspections, law codes revised and implemented, the Bank of France established, finances put on a sound footing which led to the franc germinal being the most stable currency in Europe, including Great Britain, by 1810-1811, hospitals and orphanages established, feudalism abolished, full citizenship granted to the Jews, trees planted along France's roads among other internal reforms which remained after Napoleon had abdicated and been exiled.
That gave the Empire stability, something the Bourbons were never able to do. Their one popular act was to abolish conscription.
