Further, it seems to me that you are basing your postings on an exervise in semantics and, unfortunately, you are not engaging in the issue that I brought up, ie-why is Napoleon and his government being treated quite differently on the forums than the governments of the allied powers? Russia, Prussia, and Austria were governed by autocrats who ruled by decree and not by the rule of law. Great Britain's government was rife with corruption in Parliament, and contrary to popular opinion, was not a democracy by any means.

Napoleon's reforms during the Consulate and early empire in France were head and shoulders above what the other European heads of state were doing, or actually not doing. Napoleon governed by and large by the rule of law, his opponents did not.
