I have not kept a list of descriptions in every book I have read but I can give a few quotes from a readily available collection:

Arnault: 'Nothing was so striking to me as the attitude of this little man, in the midst of giants dominated by his personality.'

Meneval (this is the quote I was thinking of as the exception) 'Napoleon was of middling height and well made'

The prince de Clary noted on seeing him with Marie-Louise 'she has the advantage of him by half a head' - see also a painting of the wedding for relative sizes.

Fain 'He was small but well made'

Campbell: 'I saw before me a short active-looking man'

Many writers do not mention his height - as a young man they commented on him being thin and pale and in later years they commented on his stoutness. Many observers were only concerned with the effect of his personality and his manners - or lack of them.

So, though it is an error to describe Napoleon as 'five foot two' it is not an error to describe him as short.
