I'm not 'throwing mud.' I'm merely attempting to draw comparisons between the governments of the major warring nations. I believe it's worthy of study and it has been a neglected topic on all of the Napoleonic boards. Criticism is gratuitously thrown on Napoleon and his government and its common to do so. It is not done on his opponents governments, even though they were not as efficient or as liberal as his was.
