I think you have made the important point with regard to the peninsular war in that Wellington recognised from the first that not only his success but his safety depended on keeping on good terms with the local inhabitants and therefore issued and enforced strict orders about discipline. He also arranged a supply system so that the troops should not be taking food from the inhabitants.
The question is, why did the French not think of this?
