It means exactly as follows: A commits a `crime` (defined however you want) against B.
B retaliates by breaking accepted laws and committing an equally criminal reprisal against A.
Both are acknowledged as crimes.
The one does not JUSTIFY (i.e. legalise, or in any other sense mitigate) the other.
