I blush for not having known of the Regency Council.
If I may prevail on your kindness a bit more, was the concept of the duties of the Regency Council that it should govern IN (within) the homeland Portugal whilst the Monarch resident in Brazil would govern Brazil and all the colonies owned by the nation -- including carrying on the international affairs of the monarchy of Portugal?
That is, was the Regency Council conceived of as a temporary expedient for local governance?
Alternatively, was it intended to be viewed by the entire world as the active representation of the monarch and government of Portugal while the living representative lay dormant in a jungle in Brazil?
A passing thought: did the British send an ambassador to Brazil or to the Council?
