Yes, but in the context, I tend to agree with Wellington's position, as Massena apparently stopped executing Ordenanças, thus aknowledging they were legal enemy combattants, and should be treated accordingly.

All of this is however the echo of a massacre [word used] which occured in the early stages of the 3rd invasion, as the first letter to Massena is dated September 1810, and this letter from Wellington to Forjaz, is dated March 1811. About 6 months later, this is still an issue.

I'll continue to track down documents related with this, namely Forjaz to Wellington, on behalf of the Regency.
